I dunno but does ZOS perform maintenance of NA and EU server sequentially?

I assumed that both hardware is essentially the same. The software should be likewise. How can hence one take significantly longer than the other?

If EU is done sequentially, why do we have to have the same beginning of outage time?

My assumption is that maintenance is done concurrently, however, because they are in different data centers, and are likely different sizes, they don't finish at the same time.

Im pretty sure this is the case. Also I feel like it would make sense to do EU first, since our primetime happens before NA.

The EU database might be larger because there are more players, so actual DB maintenance might take longer (rebuilding indexes, removing duplicates, detecting/fixing broken entries etc.)

It also might be datacenter policies, less bandwidth for remote access, or visitor-schedules when the maintenance needs to be done on site. (They don't want a brawl between Blizzard and Bethesda staff.)

Understand that both went offline at the same time, only NA finished 3 hours earlier. Early in the morning for them, afternoon for the EU.

No. They were both planned for 8 hours. In reallity NA was completed by 12:00 UTC or even before (almost 2 hours ago or more) while EU is still "in progress".

During one of the past maintenance, when the same case happened, the NA server was booted before the EU. So Kevin or Gina wrote that they were working on some backend network something. Maybe it still has something to do with the HW swap on the EU servers? That there's something extra being done on the EU that we don't know about?
Anyway, the planned outage is until 16:00 UTC

    Meh.

The issue is NOT that they are still inside their announced maintenance slot.

The issue is that EU again is left behind NA.

When Maintenance overruns after six hours on the EU server, that's the time to think something has gone pear shaped. Maintenance of EU server again taking longer than NA (17)

Today wasn't a patch day, just regular maintenance at the data centers.

If there's no patch notes then there was nothing changed in the game itself.
