The HALO Trust is the world’s largest humanitarian mine action organization, working to rid the world of landmines and explosive remnants of war. Employing over 13,000 staff on the ground in 32 countries and territories helping millions of families return to their homes safely, but there is still much more to do.

The HALO Trust has been working in Cambodia since 1991 and currently employs over 1,200 staff to work on mine clearance and explosive ordnance disposal projects in the north and northwest of the country.

Role Objective/Impact:

Develop HALO Cambodia’s project portfolio under Goal 3: Build resilient and prosperous communities with environment and development actors.

Role Summary

The Environment Project Officer will be responsible for developing HALO’s environmental project portfolio through the identification and securing of partnerships, seeking funding opportunities, monitoring, reporting and evaluation of projects. The Project Officer reports to the Programme Officer. The ideal candidate will have experience working in the environmental sector in Cambodia, with experience in project design, project management, and environmental management. They will have a thorough understanding of wildlife conservation, biodiversity conservation, and the climate change context in Cambodia. Knowledge of mangrove conservation and mine action would be an asset.

Duties

  • Ensure all HALO environmental policies are aligned with HQ guidance and international best practices as well as ensuring all compliance to all relevant Cambodian regulations.
  • Identify a network of relevant stakeholders for knowledge exchange and potential partnerships.
  • Work with the donor and partnerships team to help identify potential funding sources for future environmental projects.
  • Work with the operations teams to develop and implement HALO’s Cambodia environmental management SOP.
  • Acts as contact point for Environment and Conservation Projects within HALO Cambodia.
  • Work with the fleet and logistics departments to conduct an initial baseline assessment of the program's carbon footprint.
  • Identify and implement measures to reduce the environmental footprint of operations, enhance energy efficiency and promote sustainable resource use.
  • Lead on the further development of HALO Cambodia’s environmental surveys and environmental data analysis.
  • Conduct regular visits to the field with Survey/EOD, EORE teams to integrate environmental activities, monitor environmental compliance and gather inputs for strategic communications.
  • Attend conferences, meetings, and/or workshops on behalf of The HALO Trust. Coordinate field visits to monitor environment project progress

Requirements

  • Essential:
  • Bachelor’s degree in environmental management, Environmental Science, Conservation Biology, or related field.
  • Minimum of 4 years of experience in environmental project management or related roles. Thorough and demonstrable understanding of the Cambodian state (national/local) mechanisms for environmental protection and conservation, and climate change strategy.
  • Strong interpersonal and communication skills, with the ability to effectively engage with diverse stakeholders.
  • Proficiency in project monitoring and reporting, including data analysis and information gathering through survey.
  • Ability to work collaboratively in a team environment, as well as independently with minimal supervision.
  • Strong organizational skills and attention to detail, with the ability to manage multiple tasks simultaneously.
  • Skills & Knowledge:
  • Proficient in Microsoft Office suite (Word, Excel, PowerPoint, Outlook) and other relevant software applications.
  • Languages: professional working proficiency in English; fluency in Khmer.
  • Familiarity with project management tools and methodologies.
  • Ability to interpret and analyse environmental data to inform decision-making and project evaluation.
  • Understanding of environmental monitoring and evaluation principles.

Role Summary

GIS officer will work under the supervision of the Information Management Manager/Deputy IM Manager, he/she provides key support within HALO’s Cambodia programme. He/ She is based at HALO HQ office in Siem Reap, but required to travel to our location offices in Anlong Veaeng, Kamrieng and Thma Da at regular basis.

Duties

  • In charge of Drone/UAV, work with assigned ops team, following the droning process, including being drone pilot and imagery process;
  • Check and verify survey and land release polygons submitted by Survey/EOD and Clearance teams and create/update tasks in GO-IMS;
  • Prepare and update layers for uploading onto tablets using “ArcGIS Field Maps” for field staff use before the start of new cycle;
  • Maintain the HALO ArcGIS Portal including HALO Operations Map;
  • Produce and update monthly HLS map and send out to all involved; as required
  • Maintain the HALO Geodatabase
  • DGPS, work with ops team to ensure timely and accurate land release polygons from clearance teams are collected and QC before being approved into GO-IMS;
  • Assist in training field operations teams in the use of DGPS technology;
  • Update and maintain programme geospatial data related to HALO mine action operations, for example fixing polygons and geo-points
  • Produce accurate, informative and creative mapping using ArcGIS and Google Earth to inform and guide operations;
  • Produce maps, infographics and other data visualisation to accompany donor reports, presentations and for other external publications and uses;
  • Use HALO internal data, open source, and other data with IM and GIS tools to produce analysis of the presence and impact of mines and other explosives;
  • Scan and geo-reference historical sketch maps produced by operations teams
  • Other duties are reasonably requested/assigned by the senior management

Role Summary

  • 100% data QC and approved daily data in survey123 into GO-IMS.
  • Attach attachment (BLS form, CA non-technical and household, LR form) into GO-IMS.
  • Assist manage archive making sure all hardcopy reports, task dossiers and sketches are received and stored on time and correctly
  • Assist manage tablets making sure the tablets are returned for update before the start of the new cycle
  • Assist manage and maintain GIS store (laptops, plotter toners, tablet & accessories…)
  • Scanning & Georeferencing Supervisor AO sketch map/ERW locations as required
