WARREN Three men were arrested yesterday in the parking lot of the Somerset Hills Country Day School on Mount Horeb Road and charged with trespassing and possession of a stolen license plate. Police identified the men as William Coletta, 20, of Short Hills. Frank Funk, 26, of Warrenton, and Scott Potter, 19, of Las Vegas.

Nev. Coletta was also charged with possession of marijuana and Potter with possession of a controlled dangerous substance. They were arrested about 3 m. and later released on bail. PLAINFIELD A canvas pouch containing an estimated $1,500 was reported stolen yesterday from a U.S.

Postal Service truck outside the post office at 201 Watchung Ave. Supervisor Al Maxey told police the theft was discovered at about 7 m. He said the money had been picked up at the North Plainfield post office. Police said the truck was parked in the receiving area on the south side of the building. PLAINFIELD Richard Burrell reported yesterday that stereo equipment, a TV set, camera and a pair of binoculars, valued at a total of $728, were stolen in a burglary of his Raymond Street home.

In Brief Road bond delayed for quorum NORTH PLAINFIELD The Borough Council held a hearing last night on an ordinance to finance $130,000 worth of improvements on Rockview Avenue and Rockview Terrace, but delayed a vote until it can be determined whether or not the hearing was valid. The confusion arose over whether a sufficient number of council members were present for the hearing, at which no comments were received from citizens. Only four of the seven council members attended last night's session, one fewer than the five votes needed to approve a bond. The answer will be provided by Borough Attorney C.

Douglas Reina in the meantime. If Reina decides that the hearing was proper, the council will hold a special meeting Monday to vote on the bond ordinance. If not, a new hearing will be readvertised for Sept. 2. Plans call for Rockview Avenue to be improved from a point just east of West End Avenue to Grove Street.

Portions of the road will reconstructed and drains will be installed. Other sections not requiring a new roadbed will be resurfaced. Rockview Terrace will be reconstructed from Rockview Avenue to Greenbrook Road. Drains will be added and some sections of curbing will be replaced. Of General Interest NORTH PLAINFIELD Citing hazards for students who walk to school, the Borough Council voted last night to seek a reduction of the speed limit on Route 22 as well as better public bus service in the community.

The council adopted a resolution calling on the state Department of Transportation (DOT) to lower the Route 22 speed limit from 50 to 45 miles an hour for cars and to "an appropriate lower speed for trucks." The resolution noted an increased volume of traffic on the highway. Council members also decided to request improved public bus service, especially to serve the needs of schoolchildren. An extension of bus service will be sought on Greenbrook Road from Rock Avenue to Somerset Street, on Mountain Avenue from Somerset Street to Route 22, and on Watchung Avenue and Somerset Street from the Plainfield line to the Watchung border on the north side of the highway. Copies of the request for better bus service will be sent to the Somerset Bus Plainfield Transit New Jersey Transit, the DOT and the state Public Utilities Commission. It was mentioned that the Planning Board has called attention to the hazards that exist for students who walk to school, especially those residing north of Route 22.

Tenants push for rent control PLAINFIELD Leaders pushing for a rent control ordinance in the city hope to get 3,000 names on a petition to present to the City Council. The Tenants Association for Plainfield Rent Control will sponsor a public meeting tomorrow at 7:30 p.m. in the public library, at Park Avenue and West Eighth Street, to outline its strategy. Mark Sachs of New Brunswick, representing the New Jersey Tenants' Association, and Margaret Crutziner of the Union County Legal Services Society have been invited to speak at tomorrow's meeting. "We want to get as many names on the petition as we can," said Samuel Applebaum, one of the leaders of the drive for a city ordinance.

"We do not plan to address the council until we get a sizable petition. Then we can speak with authority," he added. Pony club trials scheduled A two-day equestrian event the Somerset Hills Pony Club horse trials and Area II training championships will be held Sept. 6 and 7 at the U.S. Equestrian Team headquarters on Pottersville Road in Bedminster.

About 200 entries will participate in a junior division, for those who have not reached their 21st birthday this year, and a senior division. Both local and out-of-state riders will compete. Dressage, cross-country and stadium tests at the pre-training level will be featured on Sept. 6, and all areas of the training level plus the Area II training championships will be held on Sept. 7.

Starting times both days are 8 a.m. for dressage, 10 a.m. for cross country, and 1 p.m. for stadium jumping. General admission is $5 per day for a carload of people, with parking on the grounds.
